Dear student,

A ideal conductor has no resistance for the movement of electrons. Hence if there is any electrostatic force on an electron inside a conductor, it would eventually reach the edge of the conductor under the effect of the same force.

Hence it is only under the ‘static state’ of the conductor that the electric field or force inside it is zero, though it is attained instantly after charging the body and so it is safe to say that it is zero ‘always’.
