Why is Newton's third law applicable in Electrostatics when the laws of Newton are not applicable at quantum level?

Electrostatic can be studied at classical level. Even at quantum level, the problem with Newton Laws are in relativity, not in non relativistic quantum theory, in spite that the Newton Laws are not explained formally in this way, but still valid
