why do flowing water deviate when an electrically charged rod is brought near the tap

This is due to H⁺and OH^-ions present in the water. There is very less number of this ions i.e. 10^-7. But they both have charges so when we brought a charged rod near tap the water will deviate. I think this the concept behind this question.
