for the equiibrium of weight M,
2T cos @ = Mg
while for the equilibrium of balloon
F  = T sin@
and 
Th – mg  = Tcos@
V(rho)g – V(sigma)g = T cos@
on solving above three equations
we get
q = 1665 esu
and 
V = 2294 cc
