Dear Vivek
Given spherical body can be regarded as a closed surface enclosing no charge.
Hence total flux linked with the hemisphere will be zero.
Total electric flux linked with the hemisphere = flux linked with curved surface + flux linked with plane surface.
Phi(net) = phi(curved) + phi (plane)
When field lines are parallel to the base
Phi(plane) = 0
Hence
Phi(net) = phi(curved) = 0
