Since this is a vertical circle,
radius of the circular motion (when angle made by the string with vertical is x) = l.sinx
Apply centripetal force by calculating the component of tension (T) = T.sinx
After electric field is set up, this force will act opposite to the direction of centripetal force, find the Tension now and calculate timeperiod from oscillation freqency.
