Potential energy of the system with charge at the surface of the sphere=\dfrac{kQq}{R}.

Potential energy of the system with charge at the center of sphere=\dfrac{3}{2}\dfrac{kQq}{R}

From law of conservation of energy, the gain in electrostatic potential energy=loss in kinetic energy of charge
\implies \dfrac{3}{2}\dfrac{kQq}{R}-\dfrac{kQq}{R}=\dfrac{1}{2}mv^2
\implies \dfrac{1}{2} \dfrac{kQq}{R}=\dfrac{1}{2}mv^2
\implies v=\sqrt{\dfrac{Qq}{4\pi\epsilon_0 mR}}
