the question deals with the electric field intensity in a spherical chrged shell . 
u can calculate it by applying the formula 
E= RHO *I / 3 E0 
where e0 is the permittivity of free space and rho is the resisitivity of the spherical shell . 
keep in mind that inside the shell the electric field are 0 and only its exist in between and outside of the shell .
