The force acting on this charged particle isq\vec{E}=qE_0\hat{j}
Hence the torque acting on the particle about the origin=\vec{r}\times \vec{F}=x_0\hat{i}\times qE_0\hat{j}=qE_0x\hat{k}

Since a constant torque acts on particle about the center, the angular momentum increases about it with time.
