force on Q due to both q  F1= 21/2(KQq)/r2
force on Q due to another Q F2 = 2(KQq)/r2
Net force on Q
F = F1 +F2 = 21/2(KQq)/r2 + 2(KQq)/r2
Since F is zero. So
0 = 21/2(KQq)/r2 + KQQ/(2r2)
0 = 21/2q + Q/2
then Q/q = 2(21/2).
Hope it clears.
