If i rub anything in this world..will they get charged??

ya , nearly each and every material do the same , this process is called as static electricity or charging by friction . 
but suppose you are rubbing two things and one does not ahve sufficient no of electron to donate anathor , in that case ,m it cannot happen , 
i mean rubbing betwen two neutral bodies , can have some example in this world .
