Force on a charge due to other one doesn`t depend on nearby charges but net force on that charge depends. Only the net force can change but due the other one doesn`t change if the distance of separation between them remain same. No. That is why electrostatics is linear and superposition is possible.

Force on a charged particle due to another charged particle is independent of other charged particle present nearby but the resultant force on that charged particle will get changed which is just the mathematical vector addition of all forces
