Hiii 
First convert the capacitance into its equivalent form.
So, one side it wil be c/3 and other side it will be c/2.
Now Apply nodal 
(Va -0)c/3 = (Vb-0)c/2 (Total charge will remain conserve)
Apply KVL 
10-Va-Vb = 0
solve the two equation you will get Va as 6v
