Thus is correct .emf is the potential difference across the two terminals of a voltage source when it is not connected to any circuit. And once it is connected to a circuit, the voltage reduces slightly because of the internal resistance of the voltage source

The statement means the maximum potential difference (work done in moving unit charge from one point to another) between two electrodes or terminals of a cell in an open circuit i.e when cell is delivering no current, is called electromotive force of the cell,
