If your question is
"circular wire loop of radius "R" A carries a total charge Q distributed uniformly over its length.A small length dL of the wire is cut off, find the electric field at the centre due to the remaining wire"
$E_{net}=E_{rest}+E_{dL} \\=>0=E_{rest}+E_{dL} \\=>E_{dL}=-E_{rest}$
$E_{dL}=kqdQ/R^2$
