Here charge is at the apex of the cone. So whatever electric field it’ll produce it’ll always be tangential to slant surface.
phi = flux =B.A = B*A*cos(theta), theta = angle between two vector. in this case, the electric field is perpendicular to slant height so the area
so angle = 90 degrees, and hence cos(90) = 0, so flux = 0, hence option A
