Dear Student,
As Capacitor connected in series,
Then Common potential = (C1V1- C2V2)/(C1+C2)
C1 = 2 micro F C2= 3 micro F
V1 = 1000 V V2 = 0
Common Potential (V) =(C1V1)/(C1+C2)
                                      = 2000/5
                                      = 400 V.
