A large conducting sphere has a potential of 234 volts, and a small sphere has potential 66 volt and is concentrically placed in the large sphere, now a person joins both spheres via conducting wire and sees that the charge from inner sphere is going on the surface of large sphere. He claims that the concept- "charge always flows from high potential to low potential." is WRONG, because he saw that charge is flowing from 66 volt to 234 volt. Can you explain what is his mistake ?

The concepts is simple, after connection both sphere will have same potential, ie kq1/r1=kq2/r2
hence the flow of charge is occuring.
