if the number of field lines in a closed surface is finite(Q/epsilon) then does it mean that its effect inside the surface cannot be felt at all points since the field lines give the direction of field at a point and there are infinite points inside the surface?

The number of electric filed lines represents the intensity of electric field, higher the number of lines higher will be the intensity.
