hi

ur question is quite straight forward ,u just hav to write the expression of the force i.e, electric force in dis case

F = kq1 * q2/  r^2......

here i hav not written d whole formula rather just wrote abt d dependence of electric force on charges n distance between them......

now since u hav asked dat der r 2 particles n dey r placed at a certain distance den in the above expression u hav fixed the distance wid a certain value .....now if both r charged particle den d electric force comes out to be a fixed quantity dependent on the value of 2 charges...so der is nothing like lower limit or upper limit in calculating electric force unless u r varying values of charges so dat u will get a zero force if one of d particle is not charged........or u wud a large force if u had 2 large value of charges....so answer to ur question lies in the situation in which we are talking.......
