if, for example, there is a charge inside the shell, it is definitely possible to have nonzero electric field inside the shell. Now, if there is a charge inside the shell, the electric field flux through a Gaussian surface infinitesimal outside the inner surface will be nonzero, which is not allowed. In order to maintain zero flux through the surface, charge will definitely remain on the inner surface of the shell.

The electric field inside a metallic spherical shell is necessarily 0 because there is no charge inside it but if charge can remain on the inner surface of the same shell then charge inside the body will have some finite value.
