Let height of pole be 2h and distance of point on the ground from base of the pole be d.
Then obviously 2h/d= tantheta= 1/2 
Now, the angle subtended by the upper half= theta - arctan (h/d)
= arctan(1/2) - arctan (1/4)
= arctan(2/9)
