why is thermal equillibrim required to define temperature?

Let`s say two bodies with difference in temperature ,one high and other at lower temperature, when kept in eachh other`sVicinity, there must be some exchange of heat from hotter to colder body, and unless and until a condition of equilibrium is not achieved I.e. the state when there is no loss / gain of heat we cannot define a proper temperature of the body.As during heat exchange continuos loss/gain of heat takes placee so there is no any fixed temperature of one body.
