Hello Student
Halogens have highest negative value of electron gain enthalpy. Here Cl and F both are halogens but electron gain enthalpy of Cl is more negative than F because of very small size of F which causes interelectronic repulsion among its electrons.
Cl has the most negative one.
P has the lest negative one due to larger size.

Electron gain enthalpy generally becomes more negative  across a period as we move from left to right.  Within a group  electron gain enthalpy  become less negative  down a group.  Adding an electron to the 2p orbital leads to greater repulsion than adding an electron to the larger 3p orbital.  Hence cl is most negative & p is least negtive

Dear Student,
Please find below the solution to your problem.

Halogens have highest negative value of electron gain enthalpy. Cl has the most negative one. P has the lest negative one due to larger size.
