H3O+ formed =  10^-4 + 10^-7
Neglect 10^-7
Thus, concentration of HCl solution = concentration of h3o+ 
New H3O+ concentration = 10^-4 + 10^-4
                                                = 2 × 10^-4
Ph = 4 - log 2
      = 3.7
