What is the relation between oscillation time and relaxation time with in Debye Falkenhagen effect?

The oscillation time is usually very much longer than the time of relaxation. The reason as the high voltage is applied, the conductivity gets increases with high frequency and thusly called Debye Falkenhagen effect and hence the oscillation time gets longer and relaxation time shorter.
