What is meant by Dative bond and why covalent bonds arestrong while water is not

Dative bond is a bond between two elemets in which the electrons of only one atom are shared by both and covalent bonds are not stronger than the bonding that water had namely hydrogen bonding but covalent bonds are strong because they are made by sharing of electrons
