Chemical equilibrium is defined as an stage of a reaction at which the rate of formation of products become equal to the rate of disappearence of reactants. The reaction appears to stop when equilibrium is achieved but actually it does't happens, as the rate of consumption of reactants become equal to the rate of production of products,or we can sat that forward reaction becomes equal to the backward reaction. It is shown by double arrow pointing opposite directions.

In a chemical equillbrium : the rate of forward reaction becomes equal to rate of backward reaction. now what is a rate, its the change of concentration w.r.t time. this will make it more clear if A+B combines and makes C+D then for the condition of equillbrium C+D should combine and give A+B with the same rate. this is called state of equillbrium.
