Every metal tends to balance its maximum number of shells. According to octet rule a shell is balance if there are 8 electrons in it. Therefore in order to satisfy its 1,2,3 shell i. e more shells there are 8 electrons in third shell and 2 in the last shell. If 10 electrons were put in third shell it would remain unbalanced.
