We know the formula to find the rate constant in first order reaction is:
 
k=1/t(ln(Ao/A))
Where Ao is the initial concentration and A is the intermediate concentration so
 
We have the total pressure initially as 4atm and the intermediate pressure is 7. So the concentration of So2Cl2 at that time would be 1.
Applying the formula:-
k=100(ln(4/1))........................................(The inverse of time is given as 100 )
k=138.6.
