Since AgCl dissociates to give Ag and Cl the Ksp is given by the formula S^2 where S is the solubility of Ag+ and Cl- respectively.
We also know that for precipitation to occur the product of the solubilities should be greater than the given Ksp.
So [Ag+][Cl-]
therefore [Cl-]=Ksp/[Ag+]
Given Ksp=1.2*10^-9 and the concentration of Ag+ is 4*10^-3
Concentration of Cl- would be (1.2*10^-9)/4*10^-3 which is 3*10^-7.
