Although there are two N-atoms containing unshared pair of electrons in semicarbazide molecules, the N-atom which is not adjacent to the C=O group becomes involved in the formation of bond with the carbonyl carbon atom.

REASON- This is due to the fact that the unshared pair of electrons on N-atom adjacent to the C=O group becomes involved in resonance interaction with these groups and hence, are less available for bond formation.

Only one -NH2 in semicarbazide involved in the formation of semicarbazone.
