Let the max volume of 0.25 M HCl that you get is V.
Let the volume of 0.15 M HCl taken is x ml and of 0.40 M is V-x
x * 0.15 + (V-x) * 0.40 = 0.25 * V
On solving we get,
V = 5/3 *x
The highest amount of x we can take is 1000 ml which means V = 1666.66 ml
