Look at the proton number, which is 23. That means the electron arrangement ends in 3d3 4s2. Hund's Rule suggests that the 3d3 electrons go in separate orbitals before being forced to pair up, so a V atom has 3 unpaired electrons." 

"The Electron configuration of vanadium is [Ar] 3d3 4s2. Thus there are 3 unpaired electrons in each vanadium atom."
