Is the concept of vapour pressure only applicable to closed systems?if yes,then since boiling point is the temperature at which the vapour pressure is equal to the external atospheric pressure,how does one explain the boiling,say of water,in an open vessel?

It is not actually so.
Concept of vapour pressure is applicable to the open system also. Every liquid has some vapour pressure irrespective of the fact it is in close or open system.
