If nitrophenol has to dissolved in bicarbonate then bicarbonate has to abstract a proton from nitrophenol to from nitrophenolate which is soluble. The pKa value of bicarbonate is 6.37 which is lower than the pKa value of nitrophenol which makes bicarbonate a stronger acid and stronger acids cannot abstract protons from a weaker acid.Hence nitrophenol cannot dissolve in bicarbonate solution.
