Yes F is more electronegative than Cl. Infact it is the most electronegative element known.
Its high electronegativity is due to its very small size.. Its electronegativity is also due to the fact that it requires only one electron for getting noble gas configuration just like Cl. But as its size is smaller than Cl, F becomes more electrnegative than Cl
