HNO3 behaves as a base in HF(anhydrous) why?

hf is a strong acid when abhydrous than hno3.thus this would be an example of acid bse reaction.the hemette function of anhydrous hf is equal to -10 which is comparable to sulfuric acid qheras for hno3 it is not that high.hamette acidity function are usually calculated for superacid.
