Dry chlorine does not act as a bleaching agent.why?

HI Mica, I hope my answer helps you;
DRY chlorine has the formula of CaCl2 and it has no bleaching property as the bleaching powder is of the form CaCl(OCl), and due to these reactions;
2CaCl(OCl) + CO2 + H2O = CaCl2 + CaCO3 + 3HClO
2HClO = 2HCl +O2
2CaCl(OCl) = 2Ca^(2+)  + 2Cl^( -1)  + 2OCl^( -1)
the bleaching powder does its work and this wouldn’d happen if the Chlorine was not wet
