can water act as a magnifier? if so, how is it possible?

A lens works due to the property called refraction.when light enters glass from air it slows down and it bends.the reason water act as a lens is that light travels slower in water than in air.it bends when it hits water just as it bends when it hits the glass.so if you somehow get water in the shape of lens ,we obtain the same images as that of in the lens.
