after ejection of photo electron , if u will shine a light greater than its work function and threshold freq , then anathor electron will comes out , beacuse metal have a number of free electron which is moving randomly . 
and remember – the shined light energy should be received by quanta , or packets of energy . 
and acc to einstain equation , if at a time , u have puted some light of some high freq and energy than the threshold freq . then the energy will be used in two way . 
one is to eject the photo electron from the surface and the left energy will be used to accelerate the particle / electron to high energy level . that is called  as K.E (MAX )

hv = hv0 + k.e ( max )
