Since 
K alpha = {C (alpha)^2}/1-alpha 
Here C= 0.2 M
alpha = 3.2% or 0.032
HCOOH = H+ + COOH-
K alpha = [COOH-][H+]/[HCOOH]
=( C alpha × C alpha )/C (1-alpha)
= (0.2×0.032)^2/(0.2×0.968)
= 2.1×10^-4
