F is a very highly electronegative element. In fact it is the most electronegative element know ever.
It is due to its very very small size and very high electronegativity that is extremely difficult to remove an electron from it. So it never showns positive oxidation state. Due to the small size it easily gains an electron to complete its octet and sho negative oxidation state.
