Dear Parth,

Yes the given (a) is a buffer.Buffer is salt of strong base and weak acid with weak acid itself.

When acidity is there
weak acid is regenerated with strong base.

When basic media.
Weak acid (along with the salt) is neutrilised by base.
Its called buffer action.
