Its not the ques of which is a stronger bond , since both are hydrogen bonds , they'll have the same strength until the electronegative atom is kept the same. But in most of the cases ,intramolecular h bonds lead to the weakened inter molecular h bonds.
This is not because one is stronger than other, but its because of the probability of formation of a bond. Intramolecular h bonds form and hinder in the formation of intermolecular h bonds.. which leads to weakened intermolecular h bonds.
