1019.6g is the mass of solution 
Since 0.2 moles of H2SO4 is present in 1000g(1kg) of solvent
Mass of sulphuric acid will be 
98 g/mol ×0.2 mol which is 19.6g
Add this mass to the mass of the solvent giving you the total mass of solution
