1st part :you can probably say that it is a symmetrical figure so the tangential opposite components ancel each other .
2nd part: it is one of the questions from irodov. you can do it as follows(only steps)
1.find the potential of the ring intially that is KQ/(R^2+r^2)
it will be due to the two above rings .
2.find the final potential ,which will be again due to two rings .
3.work done=pot energy final-pot energy initial.
