Why conductors reside charge on surface only while in dielectric ones charge occupies entire volume

the reason is due to loosely boundation of elctrons in metals/conductors which are scattered on the surface.
thus a limited excitation of the  conductor even leads the electons comes on to the surface  of the conductor.
