voltage on both plate of capacitor is same so voltage difference across that capacitor is zero then Q = CV as V = 0 so Q =0 so capacitor is short circuited. thenthere will no current across that capacitor so equivalent circuit is 2 capacitance of value C each in parallel so equivalent capacitance is 2C Hope it clears.
