Already answered reposting for the ease:Conservation of charge states that the charge can never be destroyed nor created and simply follows the balance equation that is:
Q1 = Q2 = constant.
And the qantization of charge states that the charge would be always in integeral form that is it cannot be fractional nor in decimal.
